Over the years I have routinely replaced damaged / worn out speedometer assemblies with junkyard parts and I have never set the replacement to the original miles. But when I sold the vehicle I marked EXEMPT in the title's mileage block. This is legal for any vehicle over 10 years old.
Anyone selling any old vehicle will be more than happy to read you what the odometer states. If it's over 20 years old, more often than not it's not correct and the seller is not committing fraud. How could he know the actual miles?

Altering the mileage to deceive. Yes is illegal.
But if the 30yr old speedo cable goes out or the speedo gears wear and it does not keep track of mileage anymore. Well I see that differently.
If the van is in great shape. Pristine interior. New motor install. Well maintained. Etx. I'm not going to worry if the odometer is broke. I'll just add that to my list of things I'll need to address.
It's a chance you take yes. Some are willing some are not.
I myself would and have done so with the purchase of my own van.
Just depends on how bad someone wants that particular van.
