No hum, no idle control. It hums because it's driven by a 12V ~250 Hz PWM signal from the ICU.

The relay you refer to is the ECU relay that powers the ECU. It's controlled by ign sw power to the coil (except in early '86). ECU in turn controls the fuel pump relay. Depending on year, the ICU uses ECU power or fuel pump power.
