Wow, one learns something new every day! Thanks. Apparently the later relays work differently. Here is what the Van Cafe instructions say.
"To operate, turn the wipers on to the intermittent position. Pull back on the stalk briefly, as if you were spraying the washer fluid (just enough to get the wiper to wipe). When the desired length of time has elapsed, tap the stalk again to set the interval. To change the interval simply repeat the process."
It was originally used in late 80's Golf and Jettas. Van Cafe part # 300 955 531.Still, my question remains. Do these relays fail? How does one test for that? I thought it is the wiper stalk/switch as neither the wash or interval change, both operated by pulling the stalk towards the driver, work. All other functions, slow wipe, fast wipe. interval wipe as set last time, and rear wiper work as normal. It would be much easier to switch out a relay than the wiper switch.

With the VW 99 relays in my vans you set the swipe interval in basically
2 steps.
1. move lever down for a single swipe and return it to off.
2. wait however many seconds until the windshield needs another swipe
and then put the lever down and leave it down. That is the new swipe
interval time.
Pulling toward the washer position isn't involved.
