With the VW 99 relays in my vans you set the swipe interval in basically 2 steps.

1. move lever down for a single swipe and return it to off. 2. wait however many seconds until the windshield needs another swipe and then put the lever down and leave it down. That is the new swipe interval time.

Pulling toward the washer position isn't involved.
