Try thumping on top of the dash cluster and see if the needle moves up to where you think it should be. Mine is sticking, it’s a borrowed cluster while I get my foil in order. Don’t know if the needle is catching on anything or it’s an internal stickiness in the bimetallic etc arrangement.
