Is the clear coat really gone, or has it turned into matte coat?

1. gone: paint job. If a new layer of clear coat is enough, only a little test job can tell. If not enough: Complete paint job. Is this "orly blue P5Z"? Good luck! BTDT. 2. matte: polish the hell out of it.
