Am I interpreting the markings correctly that my outer wheel bearing has been seizing occasionally and that the inner race has been spinning on the spindle?

I am planning to replace the outer bearing now, though the new bearing is still a little loose on the spindle. Is there anything I can do today to help prevent the problem? Is the only permanent fix a new spindle/upright?

I'm planning to do new LBJs, pads, bearings, and rotors next year, but It would be great if I can make it 'til then on this spindle.

Any advice I can get in the next few hours would be awesome.

(I got here after noticing a funny sound at ~30mph on rough roads, and some bearing play.)
