In foggy memories from many decades ago in Physics class, it was clearly explained how the Front Brakes do about 80% or so of the job.  Has to do with how vehicle pitches downward during braking.  (I somehow logged this into my brain for eventual use.)  But in practical terms even regarding vehicles like motorcycles or mountain bikes and my experiences with those, I have found that rough estimate to be correct.  Rear Brakes DO add to the situation, but the brunt of stopping comes from Front Brakes.  I think that is why on my '85, VW utilized strong Disc Brakes on the front, but was content with leaving Drum Brakes on the rear.  Obviously they understood Physics (and economics, regarding the whole situation: bang for the buck).
