Have you checked the connections on the ground star under the left side of the dash? I'd start there...but at the same time highly recommend puling the lights out and cutting the ground wires, adding terminal ends, and grounding direct to the headlight assembly mounting screws. Direct path, less resistance, brighter lights. Also, or course, could be a defective HL switch.
