No. Capacity is 3 gallons which is 80% of the actual tank volume which would be 3.75 gallons. You can't fill the tank full of liquid propane or liquid propane would flow to the appliances with very bad results. So "capacity" really means useable volume, because there needs to be expansion space (20% min) for propane gas above the liquid propane. Filling until the 80% valve spits liquid propane means it's 80% full, which is 3 gallons.
