From what I recall, it's not within the scope of most Vanagon owner/operators to bench test the ICU. So, if you want to swap ICU"s to test, Bens Place in Quebec (Montreal area?) may still be selling used WBX parts. Testing continuity of the harness between ICU plug and rest of harness is not tough. But, one needs to be able to read the wiring diagrams in Bentley to do so.

As Dan posted about, on my '88 I ran w/o the ICV. I also disconnected the ICU and of course plugged the hole at intake boot and ICV hose. Even in colder months (west coast cold. LOL) the engine idled fine.

If PS is the only load, (no AC), with the ICV disabled, if turning the PS hard stalls engine, just turn up idle a bit at throttle body.
