The lock shown in the photo does not appear to be correct for a Vanagon.  It is indicating the VB series key, which is not compatible with the N profile used on the Vanagon.  Therefore the new lock cannot be keyed into the Vanagon system.  Your lock is certainly serviceable; we work on those all the time.  As a side note, most of the Vanagons of your vintage use a different lock than the one shown.  There is a great possibility that lock will not fit your vehicle.
