As ABell suggested,, Delete the Valve & then have full time Heat,,

But that can be controlled by Clamping Either of the Hoses to the Heater

Core between Floor Pass Through & Dash,, Just leave the cover off that area

& Voilla You can have heat on the fly when needed by just reaching down &

UnClamping ~

PS to JFelder > Clamping both those hoses will only stop Coolant to the Core

but the Valve will still get some Coolant to it ~
