Tell me more about the serpentine setup, and will it fit to the 1.6 TD?

I have a few notes on it I have scrapped together over the years, but nothing complete and no sources for parts.

So I have this spiffy bracket but need the star gear to fit the rack (looks the same to me) and the lock bolt, in other words everything but the bracket to make this work.
