Here in Washington, a physical address is required. The state will mail to a PO box, but requires a physical address for the vehicle's storage location. The same with insurance. The latter is probably because the rate is in part dependent on the physical address, some locales being riskier than others. Living in an exurban area where mail theft is common, and mail delivery is "rural," I use a PO box for all important mail.
