I would ask your local DMV if a Form 7501 is required for an imported 25 year+ vehicle in your state. You might be surprised!

I already know what the Oregon DMV needs, as I've done it three times the past few years. It's Customs I need to be sure of, as their website is not very clear and an importer who my friend contacted stated that it wasn't possible. here is what is stated on their site: https://help.cbp.gov/s/article/Article-425?language=en_US

Hi Karl,
Being over 25 years of age makes all the difference. It should not be a problem to get it titled. I would call the DMV in the state you want to titled in and see what they say. Every state is different on what they need paper-wise. Here in AK a bill of sale and visual inspection of the VIN has all that has been needed in the past for me.

I have a chance to buy a T4 TDI on the east coast that was brought in as
a tourist vehicle, then sold to a friend at the end of travels and the
original owners flew back home to Germany. It's over 25 years old, but
I'm not sure that since the vehicle is already in the US if it can be
now formally imported and titled. Multiple calls to US Customs go
unanswered, no callbacks and the deadline for me to buy it is nearing an
end. Has anyone else here dealt with one in this way? The option to take
it back out of the US isn't possible, and I don't want to do the sketchy
register in a non-title state scheme.
Experiences, ideas?
Thanks,
Karl
