I already know what the Oregon DMV needs, as I've done it three
times the past few years. It's Customs I need to be sure of, as
their website is not very clear and an importer who my friend
contacted stated that it wasn't possible. here is what is stated
on their site:

Being over 25 years of age makes all the difference. It
should not be a problem to get it titled. I would call the
DMV in the state you want to titled in and see what they say.Â
Every state is different on what they need paper-wise. Here
in AK a bill of sale and visual inspection of the VIN has all
that has been needed in the past for me.
