A couple of winters back I got a set of alloy wheels and Michelin X-Ice winter tires for my Mazda CX5 from Tirerack.com. They mounted and balanced the tires, installed new TPMS sensors, and shipped to me for about $1500. The cost of the wheels amortizes out over a few years by saving expense of mounting and balancing tires twice a year. Tirerack has a good website, just plug in you car model and you can price out a wheel and tire package for your Rav4. I went down 1" in wheel size for the winter setup, this is often recommended so you can use a taller tire, there is a bit of sacrifice in handling but I find it to be OK.
