Full electric power to the lights goes through that light switch and if they come on only when holding the dimmer switch lever back then it's the switch. That is a lot of power running through that switch and they get hot and over time will fail. I highly recommend you install a headlight relay kit when you replace that switch. The relays bypass loading the switch and you will have cleaner power with lower circuit resistance to the lights allowing the switch to be cooler and your lights to be brighter. I have done this on every van I.ve had. I learned on the first one. I used a kit from Jay Brown - to be found on the SAMBA - had him supply the kit with longer leads so I could mount the relays on the dash to the extreme left of the instrument pod, but under the pod cover. It proved to be a royal PITA trying to mount those relays down on the fuse panel as originally specified.
