Others can make better comments on the tires.  They don’t seem like they should be the issue unless they have soft sides.  


I have trouble picturing the steering rack as the issue if it is working and quiet.  When mine was failing it didn’t seem to affect handling as you describe. 


I’m hoping others will add info.
