They should snap in firmly, and once in they should be difficult to rotate
or push out by hand. If this is not the case, you should replace the tubes.
It is also possible that you are not using the correct seals. If they
slide right back out you can bet the farm that they are going to leak like
crazy when you start up the engine.

The bent wire in the rocker arms does provide a little support to hold them
in, yes, but mainly they are held in by the tightness of the seals. And
yes, it is possible to remove the tubes as you described above, with the
engine in the bus. Good thing too, because when they start to leak, you
will have to do it.
