Not necessarily.  Mine did the same thing (always reads low now) and after
much agonizing and replacing of thermostats, I decided that there was
something really wrong, but my temperature was really ok.  I haven't
bothered finding out what is really wrong, but it's NOT the thermostat. 
It's the gauge or the wire. (I replaced the sender).
