I say make a modified floor tie-down, like for the seats,
to work on the stock seat mount points.

You could make a slider underneath to store a ramp, kinda like
they do on trucks; the ramp slides out and hangs on a lip, and then
you lift it up and slide it back in.

This is one situation where a lowered bus would make sense...
(rise/run)

The ambulances had special floor attachements for holding 
jump seats to the floor, and another slider system for 
handling stretchers.
