In fact as an illustration of this, A good friend of mine used to in 
his pre-college years drive a tanker truck, he had seen a guy weld
using an oxy/acet torch patches on a leaking above ground 1000? gallon 
gasoline tank, standard practice I understand.  No danger at all as 
long as you are welding well below the fluid level I guess, even 
though the leaking stuff will ignite and fall to the ground.
