Subject:      idle stabilizer 

Is there anyway to take the idle stabilizer apart?  I have it out of the can but cannot figure out how to open it up.
BTW this is on a 2.1 l Digifant (1987).
Does anyone know why the 87 is rated at 95 hp and the other 2.1 l are rated at 90 hp?
