John - Yes, the clips have to be removed to remove the panel. In an ideal world, they just pop off (I use a common salad fork to carefully pry them out). But, usually over time, the clips harden up and the caps become brittle and sometimes break apart when you're prying them off, especially in hot and dry climate areas.
