No, this was a completely different engineering team! The Vanagon head gasket design was actually sub-contracted out to the East Germans (then commies) who borrowed it from the Russians (Zuguhli) who bought it from the Yugoslavians (Yugo), who swiped it from the Italians (Fiat). Apparently none of them could get it to work either.
