This is the automotive equivalent of mayonaise.  It happens most often to
cars in cold climates (like Toronto) that get driven short distances, the
engine doesn't get warm enough for long enough to evaporate off the
condensed moisture.  At least this is what I've heard, don't see it much in
San Diego....
