Some 1995 cars had it, all 1996 cars have it, and according to my EV manual, some models were equipped with "OBD I".

OBD II is a wonderful thing, and yet an incredible pain in the ass. I have to give a presentation to our "sales" branch next week on our strict evaporative system.
