Subject:      OK to remove intake "donut" on a 88 Syncro?

While I was changing the air filter in my 88 Syncro Double Cab I noticed that there is a large steel restrictor at the opening of the air box. The opening in this restrictor is about the size of a quarter which leads me to think that if I remove it, the engine will have an easier time breathing and therefore create more much needed power.

Is there any bad side effects of removing this restrictor and what is it's purpose?
