Actually, I don't think that this is true. For one thing, I've seen brand-new campers for sale in California where a 27" TV was mounted in the front console between the drive and passenger. It may be illegal to turn it on while driving, but folks are selling campers with TVs mounted there.

Secondly, the display mentioned that flipped out of the CD player is used for controlling the device via a touch-screen. It can also be used for a navigation add-on. The one I've seen did not pick up TV signals. (Whether or not it's dangerous is another question...)
