We had this same type of problem with the Vanagons. When people take off the drum and leave the hub still on you'll get this problem if you're NOT careful with the centering of the Drum.

If you run the drum Off Center you'll warp it and it's garbage then. If you center it right away after feeling the Pulsation in the pedal it's usually OK.
