I had this problem last year with my 95 EVC on the passenger side light. The place I was going for service dried out the lens and tried to find a leak somewhere. They couldn't find anything and offered to order a new lens for $250 or so.

I disassembled the lamp and smeared silicon sealer around the glass/metal interface and seal for the lamp plug-in in the rear. The problem didn't come back, but I still don't really know where the leak really was.
