Assumming that most electrical power in our VW's passes through the fuse box (the direct power to the starter/solenoid being one exception), your results indicate that the "short" is between the battery and the fuse box OR starter/solenoid. Check the solenoid/starter connections. You might also check the volt reading for each of the leads on the power side of the fuse box. Any lead with a significantly low reading (relative to the others) may be indicative of a wire with a "short". Bad relays, solenoid, etc. may also account for your power drain.
