Very first thing I do when I get a new set of wheels is to give it an oil and
filter change as well as changing the air cleaner element, plugs ,points (if
any)  as well as any other cheap parts that the PO would have neglected
(seeeing he was selling it anyway)  After renewing these then I start on the
other possibles that I know will cost me an arm and leg.Try it!  may be as
simple as a dirty air cleaner element. ( Your message states it may have been
used to carry dirt or something similiar.)
