YES, there is a significant difference in using amber versus white light in fog.
The effect you will notice, is being able to see further, with less glare from
the fog lighting things up in front of you.  The reason for this is that the
longer wave length of the amber (tending toward the red end of the visible
spectrum) is refracted (bent)less by the fog droplets, and the light is
scattered, not sent back to you by internal reflection within the fog
droplets.    I'm sure you all remember your physics teacher droning on about
this, trying to make it all relevant.  Yahh.
