Yes. 1990 & 1991 non-Camper Syncros for the USA were not GL models. They took out lot of content to make them cheaper. No armrests, no paded dash (like you saw), non-opening wing windows, no rear ceiling air vents, rubber floor matt - no carpet, etc.
