Howdy Malcom: It sounds to me like the thermostat is open all the time (i.e. coolant is flowing through the radiator all the time). To test this theory start the vehicle and let it sit and idle. If I am correct the temperature should come up to normal because there is no air flow through the radiator to cool it. Hopefully the fan will come on at the right time. Also, look over the thermostat carefully for a temperature stamped on it. Have you tried measuring the opening point of the thermostats? Put one in a pot of water with a thermometer and apply heat. It should start opening near the boiling point of water. Our 85 had a 170 degree F in it when we purchased it because the PO was trying to compensate for a clogged radiator.
