****snip I am pretty sure that no Vanagon diesel ever had a power steering pump. = Those things have a warning about not putting an A/C compressor on the engine printed up on a bright red sticker on the timing belt cover! (Talk about underpowered!) *****snip

Here in Europe power steering has been a popular option for watercooled engines from 70 HP on. This includes the 1.6l Turbodiesel, excludes the non Turbo-Diesels. It was standard over here with all TD-Edition-Models (Bluestar/Whitestar/Redstar /Hannover Ed./Wolfsburg Ed./ last limited Ed.). I drove a friends one for a while, works great. Why should'nt it work in your cars, even when never official sold in US?
