Problem solved with a brand-new fuel tank. I received a bum tank-coating job. Upon cutting the old tank open, it was found that the protective coating had competely sealed the in-tank cone and screen on the connections to the fuel pump.

Thanks to all who provided suggestions on solving the problem.
