Steve; I would start by checking the ground connections on the clusters behind the fuse block.These fail due water from winshield leakage. Redo any suspicious ones. Make sure the clusters have good contact to the chassis. I'll bet a doughnut your headlights work better when your done. Check the ground connection on the: 1>engine straps 2>radio 3>shield in the antenna cable
