Derek, sounds like either your "idle control valve" on top of the engine or your "idle stabilizer control unit". The valve on the engine can be removed, cleaned and re-installed. The idle stabilizer control unit is located behind the right tail light, attached to the wall directly behind the light. If this is the problem, it can be repaired if you find someone to identify the bad parts (diodes, resisters, capacitors) and replace them, otherwise it needs to be replaced (new $200+, used..?) If it is the idle stabilizer control unit, it can be removed and your van will not idle until the engine warms up, then it will run normal.

Your question about "posi-traction" is probably about a locking differential. The locking differential is an option on Syncros. I am not an expert on this option, but I understand it can be installed. Someone else will give you the skinny on that.
