Most likely, the slave cylinder is fully extended because the clutch is not putting any pressure on it. Pushing on the pedal doesn't work because I'll bet there is some fluid in that line which is trying to push the slave piston further than the travel will allow. Try moving the throwout bearing towards the transmission to see if it pushes the slave cylinder back in and have someone try pushing the pedal and I'll bet it works fine.
