I know you wrote that you checked the connections, but try this.

Disconnect your battery (safety).

Put on goggles. Remove, clean, re-install, and tighten all of the electrical leads on the back of your starter solenoid. Pay particular attention to the main lead, the big fat one that bolts on. Sounds like this might not be making contact.

Try to start the Van. Scratch your head. Reconnect your battery. Start the van. remove your goggles.
