Jan,

The temp sensor is located near the upper cooling outlet (for the passenger heater) at the engine. This is somewhere near the firewall. The sensor, which switches the fan (on you '81 you may have two of them, high and low fan rpm's) you will find at the left uppermost corner of the radiator.

On my Golf TD I noticed that the temp will raise on stop and go traffic and very late the radiator fan comes up for a minute until the temp goes down again.
