The ohm reading of the idle switch will need to be checked. It needs to be less than .5 ohms of resistance so that your idle stabalizer control unit can understand closed throttle. Also when that is checked and or repaired, there is a milliamp setting of your idle stabalizer valve itself and needs to be set at 430 milliamps, or you can unplug the connector to the idle valve, adjust idle with the idle screw to about 900 RPM, turn off the ignition, plug the connector back on the valve and start the car. It should be reletivaly close to the 430 m.amps if you don't have the m.amp meter or the special VW connector to check the milliamps. You may have to remove the idle stabalizer valve also and clean the inside of the valve with a little brake clean or carb cleaner. GOOD LUCK.
