Ah, but there is indeed an idle stabilizer. It's located on the left firewall next to the Ignition Control Module/Heatsink Assembly (sometimes called the "Fairchild" Module)(See Bentley Page 24.29). Although originals are Green in color, replacements these days can come in White or Grey. If it's not there, someone's removed it and plugged the two round connectors together so that the engine will run (the idle will hunt up and down after full warm-up though).

84's had two different ones:

Calif Wasser 83-85 Federal Wasser 83-Mid 84 (To VIN 25-E-200000)

Federal Wasser Mid 84-85 (From VIN 25-E-200001)

I carry and sell both of these. Price is $32.50 for either one. VW gets about $150-$200 for these babies. How do you tell if it's Calif or Federal? Look for your emissions sticker in the engine compartment and it will say so (I also believe there's an additional sticker in the driver's door opening near the striker plate that say so as well).
