Press the lever in the middle front of the base and it should swivel.

Shouldnt be necessary but in order to remove mine I had to Remove my seat (lift small catch on the sliding hardware on the left hand side of the passenger seat and slide forward off of the tracks.) and swivel the seat 180 degrees. It seems the plate is not symetrical front to back, ie the swivel is offcenter towards the front. if the seat were still on the base it would be facing rearward. This should allow you to remove the two screws at the front. If the seat wont swivel then after removing the seat try some spray lube (WD-40) or such and try again. The cover is not hinged it lifts off compleatly. I just keep the two rear most screws in my cover(came that way from the PO) and it doesnt rattle or loosen.

Brings up another thought dont forget to carry a small screwdriver to remove these screws. Could be a real hassel if you need a jump or give one.
