If you tighten it CAREFULLY, one of three things will happen: 1) It will hold its adjustment much better. You just saved twenty bucks. 2) It will improve for a couple of days and then worsen again. Buy a new German mirror from me for $19.95 and throw the old one out. 3) The bolt will snap when you try to tighten it.
