...took the '90 with the fuel system problem to the dealer (where my guru now works). He appears to have found the problem and fixed it. Replaced the "gravity vent" (or is it "valve"?) on each of the expansion tanks. $28 for parts, $177 for labor. (Ouch! Still - it's cheaper than another new fuel tank.)
